Eneco / FIAM – Eneco Data Products

Sharing data securly, traceable, and based on explicit consent from the data rights holder

1. Introduction

The European data landscape is moving towards a future where data can be shared more easily and securely between organizations. Regulations such as the EU Data Act aim to give customers more control over the data generated by the products and services they use, while enabling new, customer-approved services to be built on top of this data.

To support this, data sharing must be secure, traceable, and based on explicit consent from the data rights holder. FIAM (Federated Identity and Access Management), operated by KPN, provides the trust and authorization layer that enables this type of controlled data sharing. Eneco participates in this ecosystem as a data provider, making selected data products available to third parties under clear conditions.

This document provides high-level context for organizations that want to become data consumers of Eneco data products via FIAM. It is not a step-by-step guide, but an overview of the platform, the roles involved, and how data sharing works.

2. What you get

As a data consumer, FIAM enables you to:

  • Access Eneco data products in a secure and compliant way;

  • Request and use data based on explicit consent from the data rights holder;

  • Rely on a standardized trust framework for identification, authentication, and authorization.

This allows you to build new services or improve existing ones using Eneco data, while respecting data ownership, privacy, and regulatory requirements.

3. Data products

Via FIAM, Eneco offers the following data products: Heat meter data This data product consists of measurement data originating from heat meters. The dataset includes:

  • Quarter-hour values of the volumetric flow (expressed in m³ per hour);

  • Supply temperature (in degrees Celsius);

  • Return temperature (in degrees Celsius);

  • Energy consumption (in GJ).

These measurements are provided as time-series data and can be used by data consumers for analysis, monitoring, and the development of value-added services.

4. Roles in the ecosystem

The FIAM ecosystem consists of several clearly defined roles:

  • Data Owner: The party that has rights over the data and gives consent for data sharing.

  • Data Consumer: The organization that wants to access and use the data to deliver a service or product.

  • Data Provider (Eneco): The organization that makes data products available within the FIAM ecosystem.

  • FIAM / KPN: Acts as the facilitator by providing identity, participant registration, and authorization services. KPN does not provide the data itself and does not define commercial terms between data providers and data consumers.

5. How it works (high level)

FIAM creates a trusted network in which all parties have a verified identity and where access to data is governed by explicit authorizations. At a high level, the flow is as follows:

  • A data consumer registers via FIAM and is identified and verified;

  • Authorizations are recorded based on consent from the data owner;

  • When a data consumer requests data from Eneco, FIAM verifies the identity and the authorization for that specific request;

  • Only if the request is valid and authorized, access to the data is granted.

This enables a zero-trust approach: every access request is checked individually and always reflects the most recent consent and authorization state.

FIAM provides the technical and organizational framework for trusted data sharing. Eneco acts as the data provider within this framework.
